 GENERAL RULES AND REGULATIONS
TO: All Subsidiary Proprietors/ Occupiers/ Residents
 
Management Corporation   In relation to any one or more subdivided buildings shown on a strata title plan, means the management corporation incorporated for those buildings pursuant to Part IV or pursuant to any corresponding previous written law.
 
Lot   A stratum, which is shown as a lot on a strata title plan, and includes a lot specified as an accessory lot on any plan.
 
Managing Agent   A Person or a Company who is appointed by the Management Corporation to manage the day-to-day operation of the condominium on behalf of the Management Corporation.
 
Occupiers   Any person in lawful occupation of a lot. This would include any family members of subsidiary proprietors, any lessee or tenant or any other person who lawfully occupies a lot such as the resident guest of the owner, or mortgagee who has taken possession of a lot.
 
Residents   The occupiers of a lot which definitions shall, where appropriate, include a subsidiary proprietor or any person authorized by such subsidiary proprietor to occupy the lot as a tenant or lessee thereof and shall include the members of the family of such occupier. Provided always that the term "member of the family" shall not include guests, servants or agents of the occupier.
 
Subsidiary Proprietor   Is simply the registered owner for the time being of the entire estate in a lot including an estate for life, an estate in remainder or an estate in reversion. He/She may be one person, two or more people (co-subsidiary proprietors) or company.
 
Management   The Council of the Management Corporation Strata Titles Plan No. 2230
 
Condominium   Valley Park
 
Contractor   The contractor carrying out renovation or renovation works in the lot.
 
Relevant Authorities   Shall include but not limited to Building Control Authority, Public Works Development, Power Supply Pte Ltd and Singapore Telecommunications.
 
Common Property a. In relation to subdivided buildings in an approved plan bearing the title of "condominium" and issued by the relevant authority, means so much of the land for the time being not comprised in any lot shown in a strata title plan or in any parts of any building unit (partially erected or to be erected) intended to be included as lots in a strata title plan to be included as lots in a strata title plan to be lodged with the Registrar after strata subdivision of the building unit has been approved by the relevant authority;
 
  b. In relation to any subdivided building which is comprised in any plan approved by the relevant authority other than a plan bearing the title of "condominium" , means so much of the land for the time being not comprised in any lot shown in a strata plan; and
 
  c. Unless otherwise described specifically as comprised in any lot in a strata title plan and shown as capable of being comprised in such lot, includes -
 
    i. foundations, columns, beams, supports, stairs, stairways, fire escapes, entrances and exists of the building and windows installed in the external walls of the building;
 
    ii. car parks, recreational or community facilities, gardens, parking areas, roofs storage spaces and rooms approved by the relevant authority for the use of a management corporation and its members;
 
    iii. central and appurtenant installations for services such as power, light, gas, hot and cold water, heating, refrigeration, air-conditioning and incinerators;
 
    iv. escalators, lifts, tanks, pumps, motors, fans, compressors, ducts, and in general all apparatus and installations existing for common use;
 
    v. water pipes, drainage pipes, sewerage pipes, gas pipes and electrical cables which serve two or more lots;
 
    vi. all facilities described as common property in any plan approved by the relevant authority for a condominium development and all facilities which may be shown in a legend of a strata title plan as common property; and
 
    vii. all other parts of the land not comprised in any lot necessary or convenient to the existence and maintenance and for the reasonable common use and safety of the common property.

PART I
 
ADDITIONAL BY-LAWS GOVERNING CONDOMINIUM LIVING
 
By-laws are necessary to ensure a properly maintained and managed Condominium. They are implemented to regulate the social behaviour of residents and occupiers, both in the condominium and on the common property. In order to maintain harmony and pleasant living, every owner and occupier should make it a point to know them, to abide by them and to encourage others to do likewise.
 
DO'S AND DON'TS
 
Every subsidiary proprietor/resident/occupier shall not:
 
1. a) Install any television on the roof top, at the common corridor, at any other part of the building, balcony, verandah and/or any external part of the unit without the prior written consent of the Management;
 
  b) Permit anything to be done stored that will become a fire or other safety or health hazard, thereby causing any fire and public liability insurance policy of the building to become void or void able, or the rates of insurance premium of the building to be increased;
 
  c) Store or allow to be stored any personal property in the common areas of the building;
 
  d) In any way encumber with boxes or otherwise keep or leave any article or thing belonging to him or discarded by him in any part of the staircases or other common areas or permit the placing or parking of bicycles and other wheeled vehicles which may obstruct or are likely to obstruct the common areas in the Condominium;
 
  e) Cause and/or allow to be clogged sinks, baths, lavatories, cisterns, water pipes and/or soil pipes in the unit and/or in the building;
 
  f) Throw any objects into the refuse chute without placing and securing them in suitable plastic bags (for environmental health reasons), or dispose any large object into the refuse chute that may cause obstruction or a fire in the refuse chute;
 
  g) Allow any person(s) to collect and /or to remove any waste food, refuse or rubbish whatsoever from the building;
 
  h) Permit anyone to deface and/or to allow graffiti and/or cause damage and/or use as a playground the lifts, lobbies, common corridors, staircases, walls, pedestrian-ways in the front areas of the building and/or any other common property in the building;
 
  i) Damage the grass areas, flower-beds, garden, trees, footpaths, drains or any part of the building by vehicles, machines or tools or objects of any description;
 
  j) Allow or keep any animal(s) within his unit or the common areas including lifts, passages, lobbies, front and back gardens, swimming pools, etc. which may cause nuisance or annoyance to others. Proprietors must remove and/or clean-up the droppings of their animal(s);
.
  k) Cook in the common areas of the building other than in the designated areas (if any);
 
  l) Use the lobby or any other common areas of the building for any private or public functions without the prior written approval of the Management;
 
  m) Use language or behave in a manner likely to cause offence or embarrassment to others using the common property and to be adequately clothed when on the common area;
 
n) Park vehicles in the "No Parking" areas or obstruct driveways, fire hydrants and the porch or pedestrian walkways of the building. Residents shall ensure that their visitors park only in such lots as are designated for visitors;
 
  o) Park heavy commercial vehicles within the building without the prior written approval of the Management and in the event such written approval is granted, such vehicles are to be parked only in the designated areas; (see attached for more details);
 
  p) Put any signboards, advertisements, notices and/or other letterings on any part of the building an without the prior written consent of the Management;
 
  q) Use or permit his lot to be used for any purpose other than for residential purpose contrary to the terms of users of the lot shown in the plan as approved by the competent authority pursuant to Section 9 of the Planning Act;
 
  r) Use his lot for any purpose which may be injurious to the reputation of the subdivided building or for a purpose as to cause a nuisance or danger to any other proprietors;
 
  s) Holding of customary or traditional rites (e.g. Funeral wakes) should not be allowed within the Condominium.
 
Every Subsidiary Proprietor/ Resident shall: -
 
2. a) Permit the Management and its Agent at all reasonable time and on reasonable notice being given (except in case of emergency when no notice is required) to enter his lot for the purpose of: -
 
    i. Inspecting the lot;
 
    ii. Maintaining, repairing or renewing sewers, pipes, wires, cables and ducts use or capable of being used in connection with the enjoyment of any other lot or the common property;
 
    iii. Maintaining, repairing or renewing the common property; or
 
    iv. Executing any work or doing any act reasonably necessary for or in the connection with the performance of its duties or the enforcement of these rules and regulations affecting the building;
 
  b) Forthwith carry out all work ordered by any competent public or statutory authority in respect of his lot other than such work for the benefit of the building generally and pay all assessment charges and outgoings which are payable in respect of his lot;
 
  c) Use and enjoy the common property in such a manner as not to interfere unreasonably with the use and enjoyment thereof by other proprietors or their families or visitors;
 
  d) Notify the Management forthwith of any changes in the proprietorship of his lot or of any other dealing with his lot of which he is aware;
 
  e) Repair and maintain his lot and keep it in a state of good repair, reasonable wear and tear, and damage by fire, storm, tempest or act of God excepted;
 
  f) Maintain the speed of their vehicle below 20 km/h while driving in the precincts of the Condominium;
 
  g) Keep clean all glass windows and all doors on the boundary of his lot, including so much thereof as is part of the common property;
 
  h) Maintain his lot including all sanitary fittings, water, gas, electrical and air-conditioning pipes and apparatus in a good condition so as not to cause annoyance to others;
 
  i) In the event that contractors are engaged for carrying out any works in his unit, be responsible for ensuring that any working materials and/or debris are promptly removed from the building;
 
  j) Ensure that no contractor or himself shall use the common or car-parking space as a working area as such work must be done inside the unit;
 
  k) Abide by and comply with all the Rules and Regulations and any other rules imposed by the Management for the use of the building facilities and ensure that his visitors, tradesmen or contractors do so as well;
 
  l) Ensure that his visitors/chauffeurs do not announce their arrival by sounding their car horns in a manner as to cause disturbances or annoyance to other residents;;
 
  m) Ensure that only the service-lift or any other designated lift is used for the transportation of furniture and other heavy and bulky objects;
 
  n) Ensure that no potted plants or any other objects are placed dangerously on balconies where they can fall and cause bodily harm to persons below;
 
  o) Ensure that no private functions or gathering shall be held in any common and/or recreational area without the prior written approval from the Management;
 
3. a) In the event of any violation of these rules and regulations, the resident responsible shall make good and/or compensate for the loss and/or damage caused, to the satisfaction of the Management;
 
  b) In the event that the Management has to engage any legal counsel to enforce any of these rules and regulations and any other rules, or is required either by itself or by engaging contractors to carry out any rectification or remedial works necessitated by the failure on the part of any resident to comply herewith (and the Management reserves such right to do so if any resident fails to rectify or remedy any default on his part in complying with any of these Rules and Regulations within fourteen (14) days of notification by the Management), the Management is entitled to be compensated in full for all costs incurred including any legal fees on an indemnity basis.

PART II
 
BY-LAWS GOVERNING THE USE OF THE RECREATIONAL FACILITIES
 
1. The recreational facilities are for the exclusive of Residents and their guests. Maids, domestic servants and employees of the Developer/Managing Agent shall not use the said facilities.
 
2. All guests MUST BE accompanied by their resident-host(s). The residents(s) will be responsible for their guest's conduct and behaviour. He must also ensure that his guests observe all rules and regulations.
 
3. Owners who let out their units forfeit their privilege, which will automatically be assigned to their tenants,
 
4. Two (2) or three (3) numbers of security pass will be issued to each allocated unit for fist time application. A deposit of S$50.00(exclusive of GST) per pass will be collected for the first issue and subsequent issues of misplaced passes will be subject to a charge of $50.00(exclusive of GST) per pass. Unit which requires more that 2 or 3 cards (chargeable) will be considered on a case-by-case basis and documentary evidence is required to prove that the applicants are residing in the condominium. The issue of extra cards will be subject to availability of stock.
 
  The pass is non transferable and should be returned to the Management Office once you are no longer residents of the Condominium. Loss of pass must be reported to the Management as soon as possible. 
 
5. Only residents with valid facilities pass may use/book the recreational facilities.
 
6. The Management, security personnel or any appointed representative of the Management Agent may require any person in the recreational area to identify himself or herself and produce the appropriate facilities card.
 
7. Radios, hi-fi equipment, television sets, musical instruments and other like equipment may not be used in or about the recreational facilities area.
 
9. The maximum number of guests allowed at one time shall be as follows:-
 
  i Swimming - 4
  ii Tennis Courts - 4
  iii Squash Courts - 2
  iv Gymnasium - 1
  v Multi-purpose Hall - 30
  vii BBQ Pit Area - 20
  viii Steam Baths and Saunas - 2
     
10. Residents are required to produce their identification at the security counter while making reservations as well as claiming the keys to the recreational facilities. Failure to do so may result in the refusal of permission for the use of the facilities.
 
11. Children under twelve (12) years shall not be allowed to use any of the recreational facilities unless accompanied by their parents or supervising adults who shall be responsible for their safety and proper behaviour.
 
12. Residents shall be responsible for any damage caused to the recreational facilities by them or their guests. Residents must inform the security guard or maintenance supervisor of any existing damage to the facility or equipment they or their guests are about to use, failing which they may be held responsible for such damage.
 
13. Residents/Guests must be properly attired when using the facilities.
 
14. The Management cannot assume responsibility for any loss or damage to any personal property, injury or death arising from carelessness or negligence on the part of the person/s concerned or any other third person or arising from failure to abide by these rules or for any other reason whatsoever.
 
15. Except for those games and activities for which the facilities were specially intended, no other games or activities (such as football, roller-skating, aerobics, skate-boarding and ,horse-play of any sort) will be allowed in or about the recreational facilities.
 
16. The Management reserves the right to change any rule and regulation as it deems fit. Residents shall be notified at least one week in advance before such changes take effect.
 
17. Any person found to be in breach of the rules shall be required to leave the recreational areas immediately and shall be barred from making any reservations for a period of FOUR (4) weeks.
 
18. Residents and their guests must abide by all rules when they utilize the recreational facilities. Each facility has its own set of rules.
 
19. All litter must be disposed off in the receptacles provided.
 
20. Pets are strictly prohibited in the recreational facilities.
 
21. Not to use the recreational facilities/functions rooms in such a manner or for such a purpose as to cause nuisance or danger to other residents or injurious to the reputation of the Condominium;
 
22. Disciplinary action will be taken against anyone caught defacing/vandalizing the facilities.

(A) BY-LAWS FOR SWIMMING POOLS, WADDING POOL, BUBBLE POOL AND POOL AREA
 
1. The pools are open for use from 0700 hours to 2200 hours every day, except when they are being cleaned or serviced.
 
2. Only residents and their guests may use the pools. Guests using the pools should be accompanied by their hosts who shall ensure their guests comply with the rules and regulations contained herein. The maximum number of guests per apartment who may use the pool shall not exceed 4 at any one-time. Children under 12 years of area shall not allowed in the pools or the pool area unless accompanied by their parents or supervising adults who shall be responsible for the behaviour of their children. No pets shall be allowed in the pools or the pool vicinity.
 
3. All persons must shower BEFORE entering the pool.
 
4. Persons entering the pool must properly attire in swimming apparel.
 
5. NO FOOTWEAR is allowed within one metre of the pool's edge, failing which it may result in the refusal of permission for the use of facilities.
 
6. Persons suffering from infectious or communicable diseases MUST NOT use the pools.
Spitting, spouting, nose blowing and the like not be permitted in the pools.
 
7. All persons are required to dry themselves before leaving the pool area and changing rooms. No person wearing a dripping wet bathing suit shall go beyond the pool and changing room area.
 
8. All persons are advised to leave the pools during heavy rain and thunderstorms.
 
9. Persons using the pools MUST NOT carry out any activities that may cause annoyance, disturbance or injury to other users, or cause damage to the equipment and installations at the swimming pool area.
 
10. Water sport of any kind is NOT ALLOWED in the pool.
   
11. Surfboards, snorkeling and scuba-diving gear (i.e. masks, snorkels, flippers, diving suits, etc) glass masks or glass goggles, bulky inflatable toys and boats and similar objects shall not be permitted in the pools. However, plastic goggles are permitted and children are allowed to play with small water toys in the wading pool.
 
12. Ball sports, Frisbee playing, roller-skating, bicycle riding, skateboarding,"horse playing" and other similar activities will not be permitted in the pool area.
 
13. NO FOOD and BEVERAGES are allowed in the swimming pool area. SMOKING is also not allowed.
 
14. NO BARBEQUES or any private functions are to be held at the swimming pool area.
 
15. No coach shall be given lessons in the pool without first obtaining the written consent from Management.
 
16. The life buoys are strictly for emergency use only and MUST NOT be removed from the racks except for saving lives.
 
17. Diving, noise, rough or dangerous play will not be permitted in the pools.
 
18. The safety equipment provided around the pools shall not be used for any other purpose. No poolside furniture shall be removed from the pool area. Misuse of poolside furniture is strictly prohibited. Deck chairs and other poolside furniture may not be reserved. Persons vacating the pool area must remove all their belongings.
 
19. There will be no lifeguard in attendance, hence the pools are used by residents and their guests entirely at their own risk. The Management accepts no responsibility for any loss or damage to any personal property or injury or death from any cause whatsoever.
 
20. The Management reserves the right to shut down the pool for maintenance purposes without notice.
   
21. Swimmers must be in proper swimming wear (T-shirt and shorts are not allowed). The Management may prohibit any person from using a swimming costume, which is in the opinion of the Management, improper or may cause embarrassment to others.
 
22. Swimmers are not allowed in the pools when cleaning is in progress.

(B) BY-LAWS FOR SQUASH COURT
 
(No. of courts in the estate: 2)
 
1. The squash courts will be opened for playing from 0700 hours to 2200 hours daily.
 
  Peak Hours : 1800 hours to 2200 hours (Daily)
 
2. Bookings, only by residents with facilities card, must be made in person at the Management Office (during office hours)/ Guard House (after office hours) and will be accepted on a first-come-first-serve basis. The booking fee of $2.00 (exclusive of GST) per hour. Receipt will be issued for the booking of the court.
 
3. All bookings are not transferable.
 
4. Each lot is entitled to a maximum of two one-hour sessions per week during peak hours and three one-hour sessions per week during off-peak hours, subject to changes implemented by the Management.
 
5. Residents may bring in a maximum of TWO (2) guests at any one time.
 
6. Players will be issued booking slips, which MUST BE displayed outside the door of the court.
 
7. No street/outdoor shoes (e.g. boots, high-heeled shoes or leather shoes) are to be worn into the courts. Shoes and balls must be of the non-marking types. Any player found not comply with such ruling will be barred from the court.
 
8. Players should ensure that their shoes are free from sand and dirt before entering the courts.
 
9. Residents who are unable to turn up for their session of play must inform the Booking Office four (4) hours before the playing time, failing which the reserved hour(s) is/are automatically cancelled after 15 minutes from the start of the booked time. The booking fee is non-refundable in such cases.

(C) BY-LAWS FOR TENNIS COURT
 
(No. of courts in the estate: 3)
 
1.0 The tennis courts will be opened for playing from 0700 hours to 2200 hours daily.
 
2.0 Peak Hours 1800 hours to 2200 hours (Daily)
 
3.0 Charges :
 
3.1 From 0700 hours to 1800 hours.
 
  3.1.1 $2.00 (exclusive of GST) per hour per court
 
3.2  From 1800 hours to 2200 hours (Peak Hours)
 
  3.2.1 $3.00 (exclusive of GST) per hour per court.
 
BOOKING OF TENNIS COURT
 
4.0 Bookings are to be made by residents with facilities cards and must be made in person at the Management Officer during office hours (0830 hours to 1230 hours and 1330 hours to 1730 hours). Telephone bookings may be entertained after 1030 hours provided there are no other residents physically present to book the tennis courts in the Management Office. After office hours, residents shall make their bookings at the Main Guard House (facing River Valley Road). Bookings are allocated based on a first-come-first-serve basis. Receipts will be issued for the booking of the court.
 
5.0 All bookings are not transferable. Residents must confirm their booking by paying the respective booking fees within 24 hours of their bookings. Otherwise, the booking slot(s) will be allocated to other residents on first-come-first-serve basis.
 
6.0   Each apartment is entitled to a maximum of two one-hour sessions per week during peak hours and three one-hour sessions per week.
 
7.0 After residents' entitlements have been used up for the week, walk-in bookings of one-hour per session may be permitted within one hour before the playing time subject to availability of courts.
 
8.0 Advance bookings are allowed for up to the following week. That is to say, advance bookings for the following week can be made on every Monday of the current week. All advance bookings must be made at the Management Office during office hours at 0830 hours on every Monday.
 
9.0 Residents making the bookings will be issued with receipts and these receipts must be displayed outside the gate of the allocated court.
 
CANCELLATION
 
10.0 Residents who are unable to turn up for their session of play must inform the Booking Office four (4) hours before the playing time, failing which the reserved booking will be automatically be cancelled after 15 minutes from the start of the booked time. In the event of resident not showing up after 15 minutes from the booking time, the booked hours will be forfeited. In such cases, the booking fee is non-refundable and request for refund will not be entertained.
 
11.0 If the Management Office is closed, the duty Security Officer at the Main Guard House will be responsible for administering the booking and cancellation of tennis court.
 
12.0 In the event of inclement weather immediately before play or up to a half hour after commencement of play, the resident should arrange the Security Officer or the Management Office within 24 hours to reschedule another date for playing. The receipt must be endorsed by the Management Staff or the Duty Security officer.
 
13.0 All postponement shall be redeemed within SEVEN (7) days and will not be allowed to be transferred to the next calendar month.
 
GENERAL
 
14.0 Residents may bring in a maximum of FOUR(4) guests at any one time and the resident has to accompany his/her guests.
 
15.0 A maximum of four players are allowed to play in the court at any one time.
 
16.0 No street/outdoor shoe (e.g. boots, high heeled shores or leather sole shoes) are to be worn into the courts. Shoes and balls must be of the non-marking types. Any player found not complying with such ruling will be asked to leave the courts by the Duty Security Officer. In such instances, the players are required to comply and leave.
 
17.0 All players must be properly attired. Players are to ensure that their shoes are free from sand and dirt before entering the tennis courts.
 
18.0 No other games except tennis are allowed in the respective courts.
 
19.0 No private training or coaching classes shall be conducted either by residents, guests and others without prior approval from the Management.
 
20.0 No smoking, drinking, eating, gambling or other activities, other than the respective game is permitted in the tennis courts. Pets are not allowed into tennis courts. No radios or noise generating equipment are allowed into the courts. Players should observe games etiquette and should not disturb or distract players of other courts. If the players cause annoyance or disturbance to the players of other tennis courts, they will be asked to leave the court(s) by the Duty Security Officer.
 
21.0 Residents or players must produce their facility card for checking by the Duty Security Officers when requested. If residents or players are unable to show proof of their bona fide residency, they will be asked to leave the courts.
 
22.0 Residents must produce their facility cards and booking slips for identification before the Duty Security Officer switches on the lights for the courts.
 
23.0 Players are required to vacate their courts when their sessions of play end even though there may be no booking in the subsequent period.
 
24.0 Residents placing the bookings will be held responsible for any damages caused by their guests or themselves. Any damages caused by the previous players must be reported the Management Office or Duty Security Office immediately upon taking over the courts and before commencing the game.
 
25.0 No pre-arrangement bookings with the Duty Security Officer will be allowed.
 
26.0 At least one resident from the unit who booked the tennis court must be present when their guests are playing.
 
27.0 While the Management will take every precaution to ensure the safety of persons using the tennis courts, it will not be held responsible for any loss or damage to any personal property, injury or death arising from the game whether it is due to carelessness or negligence on the part of the person(s) concerned.
 
28.0 The Management reserves the right to review and revise the charges.

(D) BY-LAWS FOR GYMNASIUM
 
1. The Gymnasium will be opened from 0700 hours to 2200 hours daily.
 
2. Only residents and their guests may use the facilities in the Gymnasium. Guests must be accompanied by their host/s who shall ensure that their guests comply with the rules and regulations contained herein.
 
3. Each resident is only entitled to admit one (1) guest per unit.
 
4. NO FOOD is allowed in the Gymnasium. SMOKING is strictly prohibited.
 
5. Professionals shall not conduct training or coaching classes without prior written approval from the Management.
 
6. The Management is not responsible for any loss or damage to any personal property stored therein.
 
7. Due care must be exercised when using the equipment in the Gymnasium and these must be returned to their proper places after use. No equipment may be removed from the premises.
 
8. The Management shall not be responsible for any injury or damage sustained arising out of or in relation to the use of any equipment/facilities contained in the Gymnasium
 
9. Any damages shall be reported to the Management immediately. If the damage is not result from normal wear and tear, the user(s) may be responsible for its repair or replacement.
 
10. The key to the Gymnasium can be obtained by signing for it at the book provided at the counter in the clubhouse. Residents will need to use their facilities card to exchange for the key. The last user is to lock the Gymnasium.

 Note: Each user is to sign out for a key regardless whether there are any other users in the Gymnasium.
 
11. All persons using the Gymnasium should be properly attired.
 
12. Children under the age of twelve (12) years old are not permitted to use the Gymnasium. Those between the age of twelve (12) and sixteen (16) must be accompanied and supervised by a responsible adult.

(E) BY-LAWS FOR THE USE OF BARBEQUE PITS
 
1. ONLY residents may reserve the facilities for use.
 
2. The barbeque pits is opened for booking for the following three sessions daily:
 
  a. 1 st Session (Morning) - 0900 hours to 1300 hours
  b. 2 nd Session (Afternoon) - 1400 hours to 1800 hours
  c. 3 rd Session (Evening) - 1900 hours to 2300 hours
 
3. Bookings must be made one (1) week in advance on a first-come-first-serve basis. Each unit is entitled to book one session a month (maximum of 2 pits per booking) subject to availability of the barbecue pits. Cancellation of bookings shall be made THREE days before the actual scheduled date, failing which the Management reserves the right to forfeit the deposit.
 
4. Reservation must be made in person at the Management Office.
 
5. An application form (available from the Management Office) must be completed and submitted to the Management Office with the payment of a non-refundable booking fee of $10.00 (exclusive of GST) per pit per session and a refundable deposit of S$50.00 per pit. This deposit is refunded on the condition that the place is left cleared and no damage on the Common Property.
 
6. The Management reserves the right to deduct an equivalent sum of monies from the refundable deposit for damage caused and any addition cleaning services should these be required and for any additional expense incurred in rectifying any such damage caused to the common property or for any irregularities or contravention of the rules and regulations.
 
7. The number of guests is limited to 20 per pit.
 
8. Food and drinks are not allowed to be consumed at any other areas except to that confined at the BBQ pits only.
 
9. Users shall ensure that there is minimal noise by the guests and to ensure that their guests comply with the rules and regulations contained therein.
   
10. Users are responsible for the cleanliness of the area. All litter/waste food, etc. shall be disposed into trash bags at the bin centre.
 
11. Permission must be obtained from the Management prior to hiring of additional tables and chairs to be used at the BBQ area.
 
12. The Management reserves the right to forfeit the refundable deposit and to refuse future booking for non-compliance of any of the above.
 
13. No setting up of tents or camping overnight is allowed.
 
14. No highly flammable equipment and portable BBQ burners are permitted at the BBQ area.
 
15. No live band or disco is permitted unless with the written approval from the Management.
 
16. Portable radios and cassette players are permitted at the BBQ area provided that the volume of the sound equipment is maintained at a reasonable level.
 
17. The Management will not be held responsible for any mishap, injury or loss sustained by residents and their guests, however caused, during the use of these pits.
 
18. The resident-host shall ensure that the stainless steel grilles and metal trays for the BBQ pit are thoroughly cleaned after use.
 
19. All common area taps and washing facilities at the changing room except those located at the BBQ pit area are not meant for washing of utensils and receptacles.
 
20. The Management reserves the right to change the above rules and regulations without prior notice.

(F) BY-LAWS FOR THE USE OF MULTI-PURPOSE HALL AT THE CLUBHOUSE
 
1.

ONLY residents may reserve the facilities for use.

 
2.

An application form (available from the Management Office) must be completed and submitted to the Management with the payment of a security deposit of $50.00 per booking for the use of the Multi-purpose Hall from 0700 hours to 2200 hours. A non-refundable fee of $15.00 (exclusive of GST) is chargeable based on the following time slots:

 
 

a.

1 st Session

-

0700 hours to 1000 hours

 

b.

2 nd Session

-

1100 hours to 1400 hours

 

c.

3 rd Session

-

1500 hours to 1800 hours

 

d.

4 th Session

-

1900 hours to 2200 hours

 
 

Any extension beyond the respective time slot will be charged at $12.00 per hour or part thereof.

 
3.

Bookings must be made in person at the Management Office at least TWO weeks in advance on a first-come-first-serve basis. Each unit is allowed to book up to a maximum of SIX (6) sessions per year. Booking is also limited to one session one day. Cancellation of bookings shall be made THREE days before the actual scheduled date, failing which the Management reserves the right to forfeit the deposit.

 
4.

The Multi-purpose Hall can be used only for functions such as meeting, birthday parties or any social multi-purposes to be approved by the Management. Meeting involving political and commercial activities will not be allowed.

 
5.

The Multi-purpose Hall shall be used for the specific purpose stated in the application form. The applicant shall ensure that the Multi-purpose Hall is used only within the permitted time.

 
6.

Users shall ensure that there is minimal noise by the guests and to ensure the good conduct and behaviour of their guests.

 
7.

Decoration may be allowed (subject to prior approval by Management) but care must be exercised not to damage the walls and ceiling boards. All decorations must be duly removed after the function.

 
8.

No cooking is allowed and washing of cups, plates and other utensils are to be done only in designated area.

 
9.

Food and drinks is not allowed to be consumed at any other areas except to that confined inside room.

 
10.

The applicant shall maintain the general cleanliness of the Multi-purpose Hall and shall not litter in or around the hall. All waste or other refuse must be disposed into the bins provided in the common area. Bulk refuse must be removed out of the estate by the applicant at their own cost.

 
11.

All chairs, tables, equipment, furniture or decorations brought into the Multi-purpose Hall for the approved multi-purpose are to be removed on the same day or one day after.

 
12.

All reservations are not transferable.

 
13.

A maximum of THIRTY (30) people are allowed in the room.

 
14.

The Management reserves the right to deduct an equivalent sum of monies from the refundable deposit for any damage caused and any addition cleaning services should these be required and for any additional expenses incurred in rectifying any such damage caused to the common property or for any such damage caused to the common property or for any irregularities or contravention of the rules and regulations.

 
15.

Smoking is strictly prohibited in the Multi-purpose Hall.

 
16.

The use of the Multi-purpose Hall is restricted to Owners/ Authorized Occupiers and their invited guest only.

 
17.

Pets are NOT allowed in the Multi-purpose Hall.

(G) BY-LAWS FOR STEAM BATHS AND SAUNAS
 
The Steam Baths and Saunas are not recommended for persons suffering from tuberculosis, angina, nose bleeding and heart problems. It is also advisable for persons with high blood pressure or those who are not certain of their health conditions to consult their doctors before using the Steam Baths and Saunas.
 
1. The Steam Baths and Saunas will be opened daily from 0700 hours to 2200 hours.
 
2. The Steam Baths and Saunas are to be used by residents and their invited guests (maximum of 2 guests).
 
3. Persons using the steam baths and saunas should be properly attired.
 
4. Users are advised to shower before entering the steam baths and saunas.
 
5. The door of the steam baths and saunas must be closed at all time but not locked.
 
6. Eating, drinking and smoking in the steam baths and saunas are strictly prohibited.
 
7. Under no circumstances shall children below the age of FIFTEEN (15) be permitted to enter or use the steam baths and saunas.
 
8. A person who breaches any of the above rules shall be required to leave the steam baths and saunas.
 
9. The Management shall not be liable for any mishap, injury or loss sustained by residents and/or guests, however caused, during the use of the steam baths and saunas.

PART III
 
 A BY-LAWS FOR CAR-PARKING
 
1. All residents' cars must be registered with the Management. Only cars with valid car label displayed on the windscreen are allowed to park in any available car parking lots on a first-come-first-serve basis.
 
2. Each car label must have the vehicle registration number written on it.
 
3. Old car label must be returned before any new label can be issued.
 
4. Subsidiary Proprietors/Residents caught infringing the above may have their car label entitlement forfeited.
 
5. Visitors cars are to be parked in the designated car park only.
 
6. Subsidiary Proprietors/Residents are responsible for ensuring that their visitors abide by the rules stated above.
 
7. Commercial Vehicles
 
  a. No commercial vehicle is allowed to be parked in the Condominium car park unless with the written approval of the Management.
 
  b. The Management is authorized to issue car-park label to commercial vehicles with laden weight not exceeding 2,500kg owned by residents subject to availability of parking space on a first-come-first-serve basis.
 
  c. Such commercial vehicles must be parked at the designated car park.
 
8.   Vehicles such as cranes, road tankers, containers, trailers, etc. will not be allowed to park in the Condominium car-park unless with the written approval of the Management.
 
9. Vehicles and machinery like skid/is tanks, fork lifts, generators, welding machines, air compressors, lifting equipments, containers etc. will not be allowed entry into the Condominium unless prior written approval from the Management is obtained.
 
10. Only residents and authorized car washers are allowed to wash their vehicles in the Condominium.
 
11. No reservation of any parking lot is allowed except for those labeled "Handicapped" where applicable.
 
12. Handicapped lots are strictly to be used by the said category of drivers.
 
13. Wheel Clamping
 
  a. The Management Corporation be empowered to wheel-clamp vehicle without a valid label or found parked in a lot other than a designated lot or in areas not drawn as parking lots.
 
  b. The vehicle may be released upon the payment of cash S$100.00 during office hours (Monday - Friday: 0830 hours to 1730 hours; Saturday: 0830 hours to 1230 hours) and $150.00 after office hours and on the payment of any other incidental costs incurred.
 
  c. If the vehicle is not removed within 48 hours an additional administrative fee of S$20.00 per day or part thereof of that day is payable.
 
  d. In the event that the owner/driver of the vehicle and/or the subsidiary proprietors and/or their servants/agents damaged the clamp in their attempt to remove the clamp, the owner/ driver of the vehicle and/or the subsidiary proprietor shall be liable to pay and identify the Management Corporation for the costs of replacing the damaged clamp and other incidental expenses and legal cots that may be incurred by the Management Corporation to ensure compliance with the By-Laws.
  
  e. The Management Corporation and/or their agents shall not be liable for any damage to the car, when its wheel(s) are clamped or when the clamps are removed unless the damage arose by reason of the negligence, willful, default and/or misconduct of the Management Corporation and/or their agents.
 
  f. The vehicle may be towed away and all towing charges or car park charges shall be payable by the subsidiary proprietor/driver or owner of the vehicle.
 
  g. The Management Corporation and/or their agent shall not be responsible for any fines, car park charges compositions or summonses as a result of the vehicle being towed away and parked outside the estate or for any loss or damage to the vehicle of its contents.
 
  h. The Management Corporation and/or their agent shall not be liable for any loss/damages, actions, proceedings, claims and suits which may be made against the Management Corporation and/or their agent. All charges incurred by the Management Corporation including any towing charges and incidental costs and expenses shall be borne by the owner/driver of the vehicle and/or the subsidiary proprietor.
 
14.   All motor vehicle are parked in these premises at owners' risk and the Management of Valley Park Condominium and its servants and agents undertake no responsibility and shall not be liable in any manner whatsoever for any loss or damage of or to any motor vehicle parked in these premises, its accessories or contents the loss or damage results from the negligence, wilful default and/or misconduct of the management and/or its servants and/or agents.
